Desiree Lemoine | Director, Governmental & Regulatory Affairs
Director of Governmental and Regulatory Affairs, Desiree Lemoine spent more than eleven years as a governmental affairs and communications leader on the staff of the Louisiana Chemical Association. She has over twenty-five years of experience in the public and private sectors. Desiree is an LSU graduate with extensive knowledge in strategic communications, lobbying, issues management, and public relations. She is well known for her honesty and straightforward communications skills.
Desiree began her career with the City of Baton Rouge in 1992 under the Mayor Tom Ed McHugh Administration, working in the East Baton Rouge
Parish Attorney’s Office. Before working in legislation, she served the EBR Parish Attorney in litigation matters. Once promoted to lobbying duties, Desiree helped to bring about stricter sentences for gun crimes, as well as securing funding for local infrastructure projects in East Baton Rouge Parish.
After serving in local government for over nine years, Desiree joined the team of the Louisiana Chemical Association. There she served as one of the staff contacts for the governmental affairs committee, as well as Director of Communications and Public Affairs. Desiree played a vital role in passing legislation that removed the sales tax from Louisiana’s natural gas and utilities. In addition, Desiree played an integral part in passing legislation making it easier and less time consuming for businesses in Louisiana to obtain operating permits.
